Housing Market Renewal in Bootle


The Housing Market Renewal Initiative (HMRI) is a Central Government Funded Scheme that was introduced because the housing market was failing in many areas including South Sefton, Merseyside.

‘HMR is a programme to restore sustainable communities to those parts of the North and Midlands where demand for housing is relatively weak and which have seen significant decline in population, dereliction, poor services and poor social conditions as a result. Its objective is to renew failing or weak housing markets and reconnect them to regional markets.’ (Dept for Communities and Local Government).

Riverside, working with Sefton Council, is delivering the HMRI programme to improve the area and quality of life in the Peel Knowsley neighbourhood of Bootle.

The Peel Knowsley Neighbourhood Management Team


The Riverside Housing Peel Knowsley Neighbourhood Management Team is committed to working together to Transform Lives and Revitalise Neighbourhoods by;
  • Consistently working to build constructive relationships with external partners
  • Demonstrating an understanding and respect for the needs and opinions of residents in the community.

    The team delivers an intensive programme of housing management and comprises of staff from the disciplines of housing, anti social behaviour, administration, property services, community investment and management. The team is able to go beyond the basic provision of housing services and deliver activities to improve the quality of life in the neighbourhood.

    The neighbourhood has 3100 homes, 6000 residents and is experiencing major change due to HMRI. Riverside own 750 properties and have a responsibility to all residents. The team has established effective relationships with community representatives and service providers to ensure that the community has a voice in the services that are being delivered and is able to influence the delivery of services that impact on their lives.

    The team has been successful in encouraging service providers such as local authority departments, partner RSLs and voluntary sector organisations to pool objectives, actions and resources to achieve better results than would be achieved by working in isolation. This is based on an understanding that no single organisation is responsible for a neighbourhood, responsibility is shared by all stakeholders.

    In recent years the success of the team has been acknowledged at the prestigious Merseyside Strictly Regeneration Awards.
  • The Blooming Highways Project was delivered with Peel Road Community & Residents Association and won Good Practice in Partnership Work.
  • The Bonfire Mischief Night Project was Highly Commended for Good Practice in Neighbourhood Management.
  • The Youth Strategy, led by the team and delivered with a range of partners, was highly commended in the categories for: excellence in innovation, best practice in community involvement and best practice in partnership working.
  • The youtheezi project, delivered in partnership with Linacre One, was a winner in the category for best practice in community involvement.
  • The Handypersons Project, delivered in partnership with Anchor Staying Put and four RSLs, won the Sefton Champions Award.
  • The Clean and Safe Team, delivered in partnership with Sefton Council, was highly commended for good practice in neighbourhood management.
